Why a UAE website has to be multilingual before it has to be anything else
Most markets let you postpone the language question. This one doesn't.
A business operating in the UAE is selling to a population where the majority are expatriates, where English is the working language of commerce, where Arabic is the official one, and where large Russian-speaking, South Asian and European communities each search in their own language. A single-language site isn't reaching a fraction of its market by accident — it's choosing one, usually without deciding to.
Which languages a specific business needs isn't a general answer. A real estate agency selling to overseas buyers has a different mix from a clinic serving residents. Establishing that mix is the first conversation, and it determines the structure of everything after it.
What I cover and what I don't
I work in English and Russian. I don't do Arabic-language SEO or Arabic copywriting, and I won't pretend otherwise — that requires a native writer and someone who understands how Arabic search behaves, neither of which I am.
What this means practically: if your market is primarily Arabic-speaking, I'm the wrong supplier and you should stop reading here. If your market is English-speaking, Russian-speaking, or international — which describes a very large share of businesses in the UAE — then the languages I work in are the ones you need, and Arabic can be added later by a specialist on a structure already built to accept it.

Search in a market where the audience arrives from elsewhere
One structural difference worth naming. In most markets, local search dominates: people nearby looking for something nearby. In the UAE, a substantial share of buyers are researching from another country before they arrive — choosing a property, a clinic, a school, a service provider, months in advance.
That changes what the site has to do. It's read carefully, in a language chosen by the reader, by someone comparing several options across borders and increasingly starting that comparison by asking an AI assistant rather than a search engine.
I've built for exactly this pattern before: a property catalogue running in four languages, drawing buyers from more than twenty countries, most of them researching from abroad months ahead of any visit. Different market, same behaviour. Facts stated plainly, credentials that check out, prices that exist somewhere on the page, and content that survives being summarised into three sentences all matter more here than in a market where people walk past your door.
